Issuing the public key certificate

The appointment is mandatory: a notarial deed = an appointment.
- In accordance with the provisions of art. 8, para. (1) of Law 242/2010 regarding consular fees, this service is free.
- The requested certification services will be paid through the MPay government electronic payment service, based on the payment account generated on the STISC electronic services portal https://semnatura .md/
The Embassy of the Republic of Moldova in the Republic of Lithuania performs the service of issuing/revocation of public key certificates, as well as suspending/restoring their validity, at the request of citizens of the Republic of Moldova.
For natural persons:
- Application for public key certification, completed on the portal https://semnatura.md and signed electronically or printed and holograph signed;
- Valid identity document: identity card (will also include the accompanying card)/provisional identity card/passport of the citizen of the Republic of Moldova.
- In case of delegation of powers of attorney, the original + copy of the notarized power of attorney, issued in the name of the authorized person, accompanied by a legible copy of the identity document of the authorized person, valid on the date of the request, will be presented;
- Readable copy of proof of public key payment;
- The secure electronic signature creation device, as applicable.
For legal entities:
- The application that will contain the list of persons for whom certification services are requested, signed holographically or electronically by the head of the enterprise/firm or by the person with a responsible position within it;
- Application for certification of the public key, for the person to whom certification services are requested, signed holographically or electronically by the person and dated;
- A legible copy of the identity document, valid on the date of the request, for each person who is requested to provide the certification services;
- A legible copy of the internal order/normative act appointing the person with responsibility, which expressly provides for the right to sign the documents instead of the manager (as the case may be), with the mention “The copy corresponds to the original” (dated, duly signed and stamped by the manager);
- In case of delegation of powers, the original + a copy of the power of attorney authenticated by a notary/copy of the internal act with the mention “The copy corresponds to the original” (dated, holographically signed and duly stamped by the manager or the person in charge), issued in the name of the authorized person, accompanied by a legible copy of the identity document, valid on the date of the request;
- Readable copy of proof of public key payment;
- The secure electronic signature creation device, as applicable.
- Submitting the application or obtaining the electronic signature by mail or e-mail is not possible. The package of documents for obtaining the public key certificate will be submitted to the embassy on paper.
- Payment of services is done only in electronic form by accessing the Government Service of electronic payments https://mpay.gov.md according to the options selected at the time of completing the application.
- On the day of submitting the documents, the confirmation of payment of the fee, in printed form, as well as the application completed and signed by the applicant, must be presented.
- The embassy will forward the request to the Information Technology and Cyber Security Service of the Republic of Moldova (STISC), which will decide on it.
- After receiving the public key certificate from STISC or the resulting answer, the embassy will inform the applicant accordingly, via an electronic message or by phone to pick up the public key.
- Issuance of the electronic signature to the applicant is done only in person or by proxy.
